Hyper Speed: 1000 land speed:
Extra attacks with Class 1000 ability or multiple attacks that inflict up to Unearthly damage, ignoring body armor (only one to hit roll is made).
Create cyclones for Excellent damage and Shift-X stunning or slamming
Water running (3000 feet with a 100-foot approach)
Wall runnning (1000 feet with a 500-foot approach)
Invisibility by moving extremely fast, Red intuition FEAT to notice
Vibrating Hand: Unearthly damage
Phasing: Jay can vibrate his molecules so fast that he can ‘phase’ through objects of less than Class 1000 material strength. This destroys any inorganic object of less than Unearthly material strength after he passes through it.
Spectrum Shifting: Jay can run so quickly as to cause light to begin to slow, and experience Red Shift. Which will allows him to view the lower spectrum of light that is normally invisible to the unaided human eye.
One must make a Red FEAT to hit Jay with anything other than an area effect or Psychic attack. If Jay is making multiple attacks against the same target the FEAT is reduced to Yellow.
Considered Unearthly rank for Fighting for multiple attacks and evading.
Considered Unearthly rank for Agility for dodging and catching projectiles.
Considered Shift-Z rank for Intuition for initiative.
When attempting to hit Jay the attacker must have initiative or succeed in an Unearthly Intuition FEAT, otherwise he will have moved out of the way. This FEAT is not required if the attacker also has Hyper-speed powers.
He may percieve any object’s momentum as though it were moving at Feeble speed E.g: Arrows and bullet sized objects appear moving at 5 m/ph
Jay is considered to have Unearthly Endurance for movement and tiring purposes.
May reach maximum speed in one round and has no penalties making high speed manuevers or starting or stopping suddenly.

History

As a student at Midwestern University, Jay was studying a beaker full of an experimental liquid called “hard water” when it spilled over and let off fumes that quickly overcame him. Upon awakening, he discovered that he had the ability to run at super-speed. He donned a colorful costume and took the alias of The Flash.

Jay became a founding member of the Justice Society of America. He became a reservist member for a while, but returned to active duty for many years until the JSA was forced out of commission by a government panel in 1951. It was at this time that Jay attempted to retire as the Flash; however, he returned to action years later to combat his old enemies the Fiddler, the Thinker and the Shade.

Jay and his colleagues returned from retirement several years later, reviving the name and fame of the JSA. For a brief time, he joined the other members of the JSA in battling alongside the Norse gods in the battle of Ragnarrok. After their return, he and the other JSA members joined the fight against Extant and Parallax in Zero Hour. Many of Jay’s friends were killed for good, and Jay retired.

Jay could never stay down long, though. Back home living the “retired life” in Keystone City he has been a constant aid to the other speedsters of the area, and been a warrior alongside them on many occasions. During the weeks when Wally retired as Flash after Linda Park’s apparent death, Jay became the protector of Keystone City yet again.

Despite his age, he shows himself to remain a highly capable hero and a great asset to all around him.
